Nine Data Agent Kit plugins were pinned behind their latest release. Updates the submodules, their
.gitmodulesbranches, and the version column in the Data Agent Kit README, matching the pins in GoogleCloudPlatform/data-agent-kit#81.The marketplace files are managed separately and are not part of this PR.
